As for the cloud effect. Well I looked out the window and noticed that the clouds were moving by fairly quickly. So I got my camera and tripod out, set them up on the frontyard and took about 10 practice shots just playing around with the ISO settings, aperture and exposure timing (this was done in full Manual setting). In the end after those practice shots, I decided on a mid-range ISO setting of 400 so that the photo wouldn't end up too dark or too bright. Since the clouds were moving pretty fast, I went for a long exposure time of 15 seconds so as to best capture the motion of the clouds (same technique used to make waves look silky smooth).
The main issue with this shot wasn't the clouds because any exposure timing of over 10 seconds gave that 'motion' effect, the key issue was that street light and trying to come up with a setting which didn't make the photo too bright because of it.

What I mostly learnt was that eventhough at night time is very dark and fiddling around with camera settings can be challenging thing, there are some very good and interesting photos to be taken when night falls. Look at my photo in the car comp' and you'll see another example of black & white night photography using the same 'experiment and learn' steps. You'll definitely need a good tripod and a camera which has a full manual setting (trust me, this is the best way to learn the basics of camera settings). Add a bit of patience and passion and you'll end up with some impressive night photos.
